Inspiration only, no DIY. I see layers of paint, applied graphics ( not decoupage), utilizing one or two crackling processes between paint layers (after graphics so they crackle too). Nice chippy look. Trim could be simulated. Fluted is readily available. The proud round could be as easy as taking four rounds of wood, cutting them in half, and stacking four halves together to make the prominent profile. Edges could be rounded with a little sanding before joining.
