Model Home, 1984. The decay of Charlotte Street where President Carter and the candidate, Gov. Ronald Reagan, stood. It was replaced by Charlotte Gardens, created by Edward Logue, head of the city's South Bronx Development Organization. Mortgages subsidized by state and federal governments reduced the price of a home to $52,000. The homes sold quickly. The first ones were occupied by 1984, bringing the suburbs to the city.
